Voluntary Measures, Incentives & Regulations The water conservation program was established in 1996 to efficiently manage Cary's water resources and to decrease reliance on outside sources. The Water Conservation Plan calls for reducing the Town’s average per capita use by 20 percent by 2015. The plan incorporates public education, landscaping and irrigation ordinances, rates structured to encourage conservation, and accountability for water use in Town government operations.
